If you have an active development project with the City of Raleigh, don’t forget to register for the Permit and Development Portal. Why register?

  • Review project status, comments, and inspection results;
  • Schedule inspections;
  • Apply for some stand-alone simple permits; and
  • Pay fees.

As of July 1, 2019, all requests for Zoning Verification letters should come through the Permit and Development Portal. The Development Services Department provides these letters to confirm the zoning district(s) for any given parcel of land, as well any applicable zoning conditions that are on the parcel. A separate application must be submitted for each parcel.

A Zoning Verification Letter does not provide a determination of compliance or noncompliance of any existing land uses on the property.

Things you need to know before registering for the Raleigh Permit + Development Portal.

  1. You must create a new account for the City of Raleigh—even if you use the Wake County permit portal. Your login information for the Wake County system will not work for the City of Raleigh Permit and Development Portal.
  2. If you have a technical issue when registering, call the helpline at 919-996-2501 or 919-996-2502. Do not call the helpline to schedule inspections. On Monday, July 8 you will be able to schedule inspections through the portal. All inspections between now and July 8 have already been scheduled. For post-registration questions, or to inform staff of an issue, please email This email address is being protected from spambots. You need JavaScript enabled to view it.. This allows staff the time they need to properly investigate the issue and get back to you.
  3. Some registration confirmation emails are going into spam folders—please check all folders in your email account after registering.
The Permit + Development Portals will not be fully operational until July 8 when the Development Service Department reopens. Please note that account information may not appear in your portal until the center reopens.

Registration is open for the new Permit and Development Portal. This is a new way to manage and view permitting and development activity in Raleigh. Please remember that the development services department is closed until Monday, July 8. No inspections can be scheduled during this time.

Development Services customers will be required to apply for a Certificate of Occupancy (CO), when needed, effective July 1—the new application applies to temporary, partial, and full COs. The new application will only be accepted after all required final inspections are scheduled.

The Certificate of Occupancy application form will be available June 25, 2019 in the online forms directory and the City of Raleigh website.
