The Development Services Department receives an average of 44,000 building and trade permit applications a year! With so much development activity happening in the City of Raleigh, the sheer volume of projects can sometimes cause delays in processing. 

Permit applications are accepted online via the permit and development portal, in-person at our customer service centers, or via mail. To prevent project delays for mail-in applications, please take note of the following helpful tips:

  • Always check the permit and development portal to see if you can apply online. Registration is easy and can help you save time when scheduling inspections and paying fees.
  • Submit your project in-person if possible. Applications that are submitted in-person receive priority, by necessity, over mail-in applications.

It is important to note that projects requiring plan review cannot be submitted online via the permit portal. Although we make every effort to process all applications as quickly as possible, mail-in applications may not be processed on the day they are received.

Development Services customers who need a residential certificate of occupancy (CO) will now be able to print the certificate from the permit and development portal. Once all permits for a project are complete, and if there are no holds or fees due, the system will automatically create a CO and attach it to the record in the portal.

The process for a non-residential CO remains the same: The CO application must be submitted in-person or via email and will undergo a five-day review process.

The City’s stormwater design manual is getting a much needed update! The most recent changes were made in 2002 anddo not reflect current stormwater practices The new manual will give detailed information on stormwater regulations and requirements that you need to follow when completing construction on a property.

Before moving forward, we’d like feedback on your experience using the manual.The goal is to make changes that help you meet local, state, and federal regulations; stormwater management needs; and development trends.

We’d like to know:

·       What sections are easy to understand

·       What information is most helpful

·       Any missing topics

 Join us for a meeting in September to share your thoughts. Staff will give a brief overview of the changes that we’d like to make. We’d also like to give you an opportunity to ask questions and provide input through an online survey.

Homestays give Raleigh residents the opportunity to provide lodging to local area visitors. A homestay operator may provide up to two guest rooms in their home for no longer than 30 days for compensation.

Beginning Monday, August 19, 2019 residents interested in operating a homestay can submit a homestay application and supplemental documents at either Downtown Raleigh or North Raleigh Development Services office.

Full details on the requirements for operating a homestay are now available online.

A tutorial video for how to schedule and cancel inspections in the permit portal is now available for users. The video provides a step by step view of how to navigate this process in a registered account.

A few important notes about inspections:

  1. Inspections can be cancelled or rescheduled via the Permit and Development Portal at any time until the day of. If you need to cancel/reschedule an inspection the day of, please email This email address is being protected from spambots. You need JavaScript enabled to view soon as possible.
  2. A reinspection fee will be charged for any inspection that is cancelled or rescheduled the day of. 
  3. Your inspector information will be available in your portal account the morning your inspection has been scheduled. Please check your account on the day of for this information.
  4. We are not able to provide the exact time your inspector will arrive. Please plan accordingly.
