Please join me in welcoming our new Chief Residential Permit and Training Officer, Jason Ruff, to the City of Raleigh.  Jason comes stacked with experience and a true passion for public service.

Jason joined the City last November, making the move from Rutherford County where he has spent his entire life thus far. And although it was a big move for Jason and his family, he is looking forward to all that Raleigh has to offer.

Prior to joining the City, Jason held various positions with the Rutherford County Inspections Department, including inspector, assistant director, and most recently, director. He also served as the county’s floodplain administrator. Prior to that, he worked for the S.C. Department of Transportation as a project manager overseeing large-scale highway projects.

Jason earned a bachelor of science in engineering technology from Western Carolina University, as well as level III certifications in all trades, including building, electrical, plumbing, mechanical, and fire. He is a N.C. licensed general contractor, an American Concrete Institute (ACI) certified concrete field inspector, and a National Center for Construction Education and Research (NCCER) certified craft instructor.  As a craft instructor, Jason is certified to teach subjects such as concrete finishing, construction technology, and highway/heavy construction.

While getting acclimated to his new surroundings, Jason plans to spend some time further enhancing customer service by “meeting contractor scheduling needs, receiving industry feedback for improvements, and incorporating more technology into the City’s continuing education program.” He also plans to work closely with other managers to coordinate efforts while ensuring that any changes are beneficial to citizens and staff. Industry trends suggest a continued upswing in new development and Jason will be working hard to ensure that the needs of our community are met.

As for continuing education, Jason acknowledges that we are fortunate to have a great program already in place. He plans to enhance the program by making technology improvements that will allow increased course availability via the internet. This equates to more web-based learning opportunities for anyone interested in taking courses approved by the N.C. Code Officials Qualification Board.

Jason is excited by this opportunity, and looks forward to working with the citizens of Raleigh. “I never cease to be amazed by all people,” he says, adding “I have a real passion for public service…and have learned that in order to provide great services to our citizens, we must recognize and appreciate each individuals unique needs and interact with them in a one-on-one capacity.”
