I recently had the pleasure of meeting our new Development Services Director, Tom Hosey, as well as our new Permit Manager, Donald Irwin, and Chief Building Inspector, Bryan Robinson. They are all excited to be here and have already gotten off to a great start! Here is a brief introduction.
Mr. Hosey joined our team earlier this month. He’s been engaged in the building and safety profession for over 27 years, most recently serving as the Chief Building Official for the fourth largest City in the country, Houston. There he administered a staff of over 430 and a budget of $49 million. And prior to that, he served as Chief Building Official for three other jurisdictions in California and Oregon, as well as holding positions as Senior Plans Examiner and Senior Inspector.
Tom holds a Bachelor of Science degree in Public Administration from the University of La Verne, an Associate of Science degree in Construction Technology from Mt. San Antonio College, and sixteen International Code Council certifications. He serves on the International Association of Plumbing and Mechanical Officials Evaluation Service Committee, holds Certified Access Specialist (CASP) designation with the State of California, and is a Certified Building Official. Tom and his wife, Marie, recently moved to North Carolina and are very much enjoying the wonderful quality of life in Raleigh.
While chatting with Tom, I learned that he likes to play the guitar and golf. He says that of all the courses he has played, his favorite is Arnold Palmer’s PGA West in Palm Springs. I’m sure that Tom will be sampling our local courses before too long!
Another new addition to our staff is Donald Irwin, Permit Manager in the Building Development division of DS. He joined the City a couple of months ago and is responsible for managing and supervising building permit issuance. He is a graduate of ECU’s Construction Management program and has over 13 years in the construction industry, including 11 years in Inspections. He holds Level III Certifications in Building, Electrical, Plumbing, and Mechanical trades. In his free time, he enjoys spending time with his family, including his wife, Kelly, and three kids, Jackson (9), Harrison (4), and Emerson (2).
And last, but certainly not least, is our new Chief Building Inspector, Bryan Robinson. He also joined the City a couple of months ago and has certainly hit the ground running. He is happy to be here at this point in time and is looking forward to the team-oriented approach being taken by the department. Bryan earned his Bachelor’s degree in Construction Management from ECU and teaches Code Qualification courses for inspectors at Wake Technical Community College. He holds Level III Certifications in all trades, including Building, Electrical, Plumbing, Mechanical, and Fire. His experience includes six years in the private sector and twelve years in local government inspections. He enjoys fly fishing and spending time with his wife, Karen, son Christopher (8), and daughter Josi (6).
Please join me in welcoming these fine individuals to the City! We wish them all the best and are looking forward to a lot of great collaboration! And although I expect them to be on the run while doing their jobs, you may be able to find them in their offices located at One Exchange Plaza. Tom and Bryan are on the 5th floor, and Donald is on the 4th floor behind the intake desk.
